Ben T. Quinn, Sr., PE, PLS

Ben T. Quinn, Sr., PE, PLS is AEI’s founder and Chief Executive Officer. As CEO, Ben is responsible for oversight of the firm’s five offices to ensure that all projects are delivered in a timely and professional manner. AEI, with Ben at the helm from the beginning, has built its reputation and growth on the ability to consistently meet those objectives. He calls upon more than 50 years of first-hand experience on a multitude of projects of various types and complexities to mentor AEI’s employees and project teams. His ongoing “project” is to provide leadership in the execution of AEI’s Strategic Business Plan. This growth-focused document aims to provide stability for AEI’s employees and to preserve the firm’s reputation as a resource for AEI’s past, present, and future clients and partners. Ben’s involvement is by design since these are among the very principles upon which he founded and grew AEI in the early days. Ben is most proud of the lives of those employees and their families that have been touched by AEI through the years. He is especially proud and blessed to have his son, Ben T. Quinn, Jr., PE, and his daughter, Rhandi Q. Gallegos, PE, as an integral part of the AEI team. He enjoys serving on several outside board of directors, as well as taking on an active part for many years in his local church. Other than AEI, Ben’s passion has been traveling with his wife Diane and spending time with his family. As well as his traveling adventures, allowing him to live outside the box. He has climbed many mountains on three continents, completed ten marathons with his last being in 2012, riding motorcycles, Ben also enjoys riding bicycles outside the US, as well as other activities.

Rhandi Quinn Gallegos, PE LEED AP BD+C

Rhandi Gallegos, PE, has 22 years of civil engineering experience and is a 17-year AEI veteran . As a Design Engineer, Rhandi’s duties are primarily related to context-sensitive design for urban and rural projects, as well as site planning, stormwater modeling, construction and right-of-way plan preparation, erosion and sediment control, and construction management. Rhandi has experience overseeing team staffing assignments, budgets, scheduling, and coordinating geometric design efforts. Rhandi is driven by working with her team to take a project from concept through construction. Her love for construction pulled her into civil engineering and consumed the early years of her career. Rhandi enjoys working with contractors in the field and watching her team’s concepts coming to fruition. Family is Rhandi’s passion outside of engineering and her career at AEI. She considers it an a honor to serve as a positive role model for her four children and a testament that work-life balance is achievable.

Richard Tutt, PE

Richard Tutt, PE is Vice President for Project Development. During his 31-year career he has provided project design and management for public and private clients on countless developments and projects including roadway, aviation, site, surveying, geotechnical and environmental services. Richard has extensive experience with site concepts and layout, grading and drainage, pavement design, geotechnical issues, hydrology and hydraulics, utility design, permitting, erosion control, zoning approval, technical specifications, and environmental documents. He is a primary resource for technical guidance and business development at AEI and has completed two PSMJ Project Manager Boot Camps. Richard also serves his community at the state and local level on several boards and committees. Richard’s passion for business development has roots in the competitive proposal process. He enjoys the ability to be creative in developing technical and non-technical information to compete for work outside of a pure fee-based selection. When he is not working at AEI or fulfilling his civic duty, Richard can often be found strumming his guitar. It stimulates a separate part of his personality and helps him to wind down in his free time.

Peter Overmohle, PE, PTOE, PMP

Peter Overmohle, PE, PTOE, PMP is Vice President for Project Delivery. With more than 25 years of experience at AEI, he is responsible for plan preparation, design team assignments, survey crew management and quality assurance for projects involving transportation and site services. Peter leads design squads and reviews transportation projects for consistency and quality. He has final responsibility for all aspects of the project design including manuscript alignment, roadway geometrics, preliminary plan/profile preparation, right-of-way, cost estimates, quality control of standards, and overall production and management. Peter’s Design-Build experience and close coordination with contractors has elevated his design insight and instilled a unique value engineering thought process based on common sense practical and sound decision making, which results in cost-effective solutions. Peter is involved and hands-on when it comes to QA/QC. He played a major role in developing AEI’s Quality Control procedures and ensures that all projects go through a thorough review process. He is also a primary resource for technical guidance and business development at AEI and has completed two PSMJ Project Manager Boot Camps. Peter has been involved with Kentucky Society of Professional Engineering (KSPE) for more than 20 years and served as President of the Mammoth Cave Chapter in 2002 and the State President in 2011. He currently serves on the American Council of Engineering Companies (ACEC) Legislative and Governmental Affairs Committee and the Transportation Committee’s Aviation and Highway Design Subcommittees. Peter is competitive by nature and encourages his team to achieve constant improvement on every project. He understands that the quality of every design leads to repeat business, client retention, and new projects. Family is Peter’s number one priority. He and his wife spend most of their time supporting the active lifestyles of their three children, all of whom are involed in school and extracurricular activities including club level soccer, volleyball, and basketball.

Marilyn Lewis, PE, F. SAME

Business Development

Marilyn W. Lewis, PE retired in May 2015 after a 32-year career with the U.S. Army Corps of Engineers. Her last assignment as Chief, Engineering Division for the Louisville District, was spent mainly in the Military Program in a technical and project management capacity, in addition to six years as Chief of Environmental. Marilyn had responsibility for the selection and management of Architect-Engineer contracts, as well as the planning, design, and construction of military, civil works and environmental projects. She also served as a senior instructor for the Corps of Engineers on A/E contracting for more than 20 years. A registered professional engineer in Tennessee, Marilyn is an active member of the Society of American Military Engineers (SAME), Kentucky Society of Professional Engineers (KSPE). She also currently serves as a member of the Metro Louisville Planning Commission, and on the advisory boards of the University of Louisville’s J.B. Speed School of Engineering, and Tennessee Tech University’s Department of Civil and Environmental Engineering. As a female engineer raised at a time when most girls were not encouraged to pursue careers in engineering, Marilyn credits her successful career to mentors. She pays it forward with a passion for helping to develop the next generation of engineers. Marilyn believes in service to others, and she exercises that belief through church, her community, and professional societies. She especially enjoys working in areas that utilize her engineering background.

Don Pedigo, PLS

Business Development

Don Pedigo, PLS, serves as a Principal Survey Manager on the larger capital projects for AEI. He also provides business development support. Appointed by the Governor of Kentucky in 2015 to serve on the Kentucky Board of Licensure for Engineers and Land Surveyors, Don is also actively involved with KAPS, KSPE, KAMP, and SAME and is a past president of the Kentucky Association of Professional Surveyors (KAPS). With nearly 40 years of comprehensive surveying experience across Kentucky, Tennessee, and Georgia, he has been the principal surveyor for a multitude of rural and urban projects including aviation; utility; highway; water and sewer; retail, commercial, institutional, and residential subdivisions; and municipal. Don’s expertise includes boundary and topographic surveys; construction staking; Subsurface Utility Engineering (SUE); GPS Control Networks; and serving as an expert witness. Don has also been actively involved in AEI’s LiDAR service from inception, in addition to our current exploration of Unmanned Aerial Systems/Vehicles(UAS/UAV). Don defines the role of seller-doer so his diversification into business development support is no accident. He values the entire process from identifying and winning new projects, to performing the work, to achieving customer satisfaction upon completion. Don dedicates most of his days serving AEI’s clients, but his free time is often spent on the golf course. He enjoys the relaxation of socializing outdoors and the challenge of the game itself.

Dennis Mitchell, PE, PMP

Dennis Mitchell, PE, is responsible for managing geotechnical efforts at AEI, including the coordination of drilling, laboratory testing, and engineering services for many of the firm’s projects. He also provides construction oversight and final authorization on geotechnical investigations. Dennis has more than 27 years of experience including preparation of geotechnical reports; bridge foundation investigations; deep and shallow foundation design; sheetpile wall design; lateral capacity analysis; slope stability analysis (rock cut slope design); dam design; and landslide repair design. Dennis recently assisted with developing AEI’s federal clientele and service offering, and is currently managing our five-year geotechnical Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the U.S. Army Corps of Engineers (USACE) Louisville District. Dennis is driven by an innate desire to overcome unique challenges. He especially enjoys helping AEI to diversify its expertise by working on new types of projects and working closely with our ever-growing and diverse client base. Physical fitness is his number one priority when Dennis is not at AEI. He enjoys challenging himself daily, clearing his mind, and most importantly, setting a positive example for his family.

Kenneth Ott, PE, PMP

Kenneth Ott, PE has 36 years of experience on a broad range of projects including rural and urban roadways, and highway, railroad, and pedestrian bridges. His breadth of knowledge on Kentucky Transportation Cabinet (KYTC) design-related projects ranges from AEI’s US 231 / I-65 Phase I Interchange Study with four flyover ramp alternates to major safety enhancement, widening projects for two-lane reconstructions and new alignment. Kenneth’s bridge experience includes multi-span pre-stressed concrete and welded steel plate girder structures. Having a structural engineer who understands roadway design issues often results in creative, practical, and value engineered solutions resulting in costsavings to the holistic design process. His structural experience also includes full structural building design for healthcare and public use facilities including reinforced masonry and concrete; structural steel; precast and cast-in-place concrete; concrete tilt-up panel construction; pre-stressed concrete; and wood-framed structures. Kenneth also provides full site development services including site grading, storm drainage and stormwater detention, sanitary sewer, lift stations, utilities, parking, roadway geometrics, and horizontal and vertical alignments on commercial, industrial, and residential projects.. Kenneth has the wiring of a true engineer with an appetite for solving complex problems. He is most in the zone when applying mathematical and geometrical skills to create economic solutions during the design of complex highway interchanges such as the Kennedy Interchange in Downtown Louisville. Tennis is a passion that ties together the most important parts of Kenneth’s personal life including health, family, and friends. He finds it fun and healthy, but the tennis court is also where he met his wife and most of his friends.

Kevin McClearn, PE, CPM

AEI Owensboro Office Manager

Kevin McClearn, PE, CPM, is the AEI Owensboro Office Manager. He joined AEI after a 23-year career with the Kentucky Transportation Cabinet, where he spent the last 7.5 years overseeing the 11 counties in District 2 as Chief District Engineer. During his tenure as Chief, the Cabinet developed and officially rebranded 80 miles of parkway into Interstate 69 running from Interstate 24 near Eddyville to Henderson. Additionally, Kevin navigated the District through the debilitating ice storm of 2009 and its subsequent 6-month debris cleanup, launched the District’s first roundabout, completed the $70 million Owensboro Bypass extension, completed the 7-mile extension of the Pennyrile Parkway to a new connection with I24, and developed and obtained funding for a reworked KY 54 interchange at the US 60 Bypass in Owensboro—all while overseeing normal operations of a 3,300-mile, 350-employee operation. Kevin’s passion is working with elected officials and the public, where his strong communication skills and creativity help deliver major projects for the good of all travelers. A former Eagle Scout, Kevin enjoys being with his family along with running and relishing the outdoors.

Thomas Fravel, PE

Principal Project Engineer Thomas Fravel, PE is a 22-year AEI veteran with broad civil engineering experience. He is a well-rounded engineer with extensive expertise in roadway design, drainage design, hydraulic analysis, utilities, site development, land surveying, subsurface utility engineering, and construction inspection. His roadway portfolio includes 15 roundabouts, 34 bridges, 70 miles of four-lane arterial roadways, six interchanges, 60 conventional intersections, 20 minor roadways, and numerous urban sidewalks/multi-use trail projects. His utility design skills have bene fine-tuned with 16 sanitary sewer pump stations, two miles of sanitary sewer force mains, nearly 10 miles of collector/intersection gravity sanitary sewer systems, and several potable water mains. Tom also works on water resources projects including storm sewers, detention ponds, MS4 design, sediment ponds, cross drains, drainage ditches, entrance pipes, box culverts, and HEC-RAS analysis. Tom earned Bachelor of Science (BS) in Civil Engineering from the University of Evansville in 1997. He is also recognized as a licensed professional engineer (PE) in Georgia, Kentucky, Alabama, Tennessee, Indiana, and Illinois. Tom thrives on leadership, teamwork, and results. He feels most complete when a project he has planned and managed is successfully constructed. When Tom is not hard at work, he can be found enjoying the great outdoors. He finds harmony, stimulation, and relaxation fishing with his son, sightseeing with his wife, scouting with his Cub Scout den, or walking new projects with clients.
